These subsidies are applied by the Statewide Payroll System when the employee is enrolled in a health plan and pays the employee health premium. For bi-weekly employees in Fiscal Year 2009, two pay periods of the fiscal year are omitted for both the employee and employer contribution since the premium is only taken 24 times per year. Monthly employees pay their premium each time they are paid. Employee and employer health rates are applied at the direction of the Department of Budget and Management. All employee payroll deductions for the indicated health plans are on a pre-tax basis. Special Note: By announcement of the Governor, bi-weekly and monthly employees will receive a Health Premium Holiday. This Health Premium Holiday will occur on the following dates: PPE 12/02/08 for regular bi-weekly employees, PPE 12/06/08 for University of Maryland employees and PPE 12/16/08 for monthly employees. What this means: For the above listed dates, the State will make the employee and state subsidy payments for Health Insurance (medical, dental and pharmacy), giving employees a total of (3) three pay periods with no health deductions. In the case of monthly employees, the State will pay ½ of their premium for the PPE 12/16/08.
